Can a company refuse holiday pay from yesterday if an employee can’t go in for the full day today?

I am 8 months pregnant (first time) and not feeling well. I asked him to stay home with me, at least for the time being. He told his job and they said “if you don’t work a full shift today you won’t get holiday pay for yesterday” my husband asked if holiday pay was time and a half (if he was foregoing OT pay) and his manager confirmed it was regular pay. Is this common? Are they saying his holiday pay is contingent on his working the adjacent day, or that he has to work every day of the pay period in order to get his paid holiday?
