My company wants me to pay $25 to replace a 10 cent piece of plastic

My badge/card broke around the loop that would go on a keychain and it fell off. Company uses the blank white badges to get in and out of the office. I told the hr rep I needed a replacement and she let me know the fee is $25. A quick Amazon search and I can get a pack of 200 for $20. She copied and pasted the vague company policy that has no mention of the fee and said that’s the policy and I have to. I responded with “What if I choose not to?” She came back with “my concern has been brought to upper management”. Meaning they are going to ask for the money. Should this not just be a business expense for the company? They want me to pay half a tank of gas for a piece of plastic.

Edit: the badge was broken and lost before I realized, right off the keychain
