Really Struggling With Jobs- Need Advice

Recently I got a job as a home care aide, they made me pay over 200 dollars for everything including background checks, registration, and TB testing. I had to spend hours on the phone trying to get rid of a glitch with the government to get my Home Care Aide Certificate approved. I even attended 2 hours of orientation driving over 40 miles, which was supposed to be paid. Now they are telling me they will only schedule me when there's availability and pay for my orientation after my first shift. And they haven't scheduled me at all or even added me to their messaging system. This is an absolute injustice. This is how companies exploit minimum wage workers, it's absolutely disgraceful. If they didn't have availability, why did they bother hiring me and wasting my time and money? It's like they expect their workers to quit and want to have workers standing by to replace them without paying them because it costs them nothing. How's this legal? I am in California BTW.
