What makes a good manager?

Hi, I've recently been promoted to a relatively high position in my department and I've been dealing with a ton of stupid shit; I'm actually quitting soon because I'm tried of all the arbitrary decisions + we're going on-site and I'd rather keep OE'ing. However it has really made me think that maybe higher management is an almost complete waste of time, and that it's better to reorganize workplaces in a different way, because honestly I think I'd work better with no upper management at this point. But I dunno, what do you think about that? I really feel like I was more productive when I was not in this position, and the best I can do is not get in the way of the people under my supervision.
