How do I negotiate for a raise that I know is above what my boss is “allotted” to give out? Is that allotment actually set in stone? Context below

I work at a bougie grocery store. I was hired 50 cents above their starting wage because I have experience. Then, they bumped up the minimum the store pays to what I was getting paid. So now I make the same as a new hire with zero experience. Boss has been putting off my performance review where I’m supposed to get a raise. I’m not very confrontational, but I need a raise. I work hard and deserve a solid raise. For my experience and also for inflation and also for my time with the company. What are firm but respectful ways to go about it? TIA!
