Manager constantly hinting at overtime

What can I do about my manager who CONSTANTLY hints at me wanting to work overtime, every day it's either “Wow we could really do with someone coming in earlier” or “Oh man I wish we had someone to work this weekend shift” or “Oh so and so called in, would be great if someone could cover them” he says all this directly to me as if he's wanting me to jump for joy and be like yes I'll do all that for you. He always also mentions this so called “helping each other out and covering for one another” mentality to me and it's just draining. Overtime isn't paid at a higher rate where I work, it's literally your flat rate, there's no insentive for me at all to do it, thus, I don't want to.
