Resources to help write a good resume that will help, not hurt, your chances of landing a better job?

I feel like one of the biggest barriers “the little guy” has when trying to get a better job is that we can't just pay a resume writer $300 to write them a glowing resume. The number of resources out there that just suck is also way too plentiful. It's a constant struggle for me to try and figure out how to quantify what I do, and measure my accomplishments. It's not like I sit and do nothing all day at work…. I'm an allstar that goes above and beyond. I take on new projects, I boost our team to the next level in ways it wasn't there before. I mentor lower level team members, train them, interview new candidates. How do I measure all of this and put it on paper?
