Why do companies act shocked when they’re toxic asf?

I work in a 6 digits position where 3 people left my position within 3 months. I've been here for 5 months and honestly think this is the worst place to work. Most people are nice, but the senior coworker who I work with is the most toxic person I've met. The hospital (my workplace) refuses to hire people to fill a position and expects my department to do all their work. My toxic senior coworker has no life and works 100 hours a week (props to her), but I can't maintain that lifestyle. I tried to complain to my boss about not being able to do the work of the unfilled position, and he made it seem like I'm the problem because my senior coworker could work and didn't complain.
