Is anyone aware of any companies that allow employees to evaluate supervisors?

I have always wondered why, in my job industry, people get promoted (often who shouldn’t) and then only get evaluated by their supervisors who have really no idea how terrible (or good) they actually are. The employees are never asked how they are. If employees do comment on how terrible they are, they get bad evaluations for being “obstinate” or “not a good team player”.
