Grounds to sue?

So I have been working at this place for 8 months. I decided to take a week of vacation, use my PTO. Submit my request for 40 hours, gets approved, i go on my vacation. Boss goes on vacation for 2 weeks the day i get back, and he just hired a bunch of new people (because he’s an ass and can’t keep staff) so i end up working overtime the week i get back. I get paid today and my check is 16 hours short. My boss only used 24 of my PTO hours instead of the approved 40 so he doesn’t pay both overtime and PTO. As well, I was promised a raise about 2 months ago and I still haven’t received it. I message him to ask why my check is so short, and he is ignoring me. He gets back august 1. What should I do?
