Process-improvement consultants replacing disgruntled employees

Anyone else seeing this at your large companies? They are hiring loads of these consultants who are specializing in business process improvements with less employees needed. Eventually automation I suppose. They are offering very good $$ while not backfilling empty roles from attrition and not giving inflation raises. This seems to be the company’s way of pushing back against employees leaving due to pay/rto. Is this the norm?
