My girlfriend lost her job trying to move up at her current work

So my girlfriend has been trying to move up in her current job at a hospital. She’s currently a sort of receptionist for a kitchen that feeds the patients and wanted to transfer to a clinic down the street that’s from the same company as the hospital she works at. She would get a pay increase and get her weekends off so it was great. She applied and got interviewed and the clinic said they will give her all call in a week or two. Around two weeks later she got a second interview that went great. Then around a month later they called her and told her that the job offer has been retracted because an employee who left the clinic wanted her job back. It was the same position my girlfriend applied for so they took in the old employee instead of my girlfriend. My girlfriend was upset…

It was the same position my girlfriend applied for so they took in the old employee instead of my girlfriend. My girlfriend was upset but there was nothing she could do about it. A few weeks later she gets a call that they actually indeed want her to work there and the position was available again because the old employee apparently didn’t get hired again or something. My girlfriend of course accepted the offer and was happy she was finally getting the job. The clinic told my girlfriend to put in her two week notice in for her current position at the hospital so she can be transferred to the clinic. My girlfriend just gave her two week notice a few days ago and today she got a call from the clinic that the position was no longer available and my girlfriend did not get the job after they specifically told her to put in her two week notice. My girlfriend was really upset and emotional and I don’t blame her. She then texted her current manager if she can retract her two week notice because she no longer had a job ready at the clinic. Her manager responded with this text message “Hi (girlfriends name), good morning. When you texted me on Tuesday that you were
turning in your two weeks notice, I
contacted HR and posted your
position. We've interviewed another
candidate for that position and
moving on. But thanks for your
interest. We'll see you next Monday.
for your last week of work.” So now my girlfriend has no job at all after next week and has so survive off of the money she’s been saving for a car. She currently walks to work in 100+ degree weather. She doesn’t even want to go to her last week of work because of how shitty the whole situation is. Let me remind you that the clinic she applied to and her current job she works as is the same company it’s basically like switching departments. Is this even legal.
