It should be illegal for companies to not pay overtime because the employee hours are split between 2 properties

So I have a friend that works for a hotel chain. They originally applied to one hotel specifically and after working there awhile they now split my friends hours between 2 hotels. It's 1 property with 3 hotels on it and it's owned by 1 parent company. But if my friend works 25hrs at both hotels they won't get 10 hours of overtime because the checks and payroll are seperate. Is this even legal? It's atleast super scummy. I'm in Michigan if that matters.
