Why does my roofer friend (who doesn’t work as much and is on salary) gets paid more than my boyfriend who is a full time electrician?

My friend is a roofer and can’t work if it’s too hot, rainy or too cold, but still makes more money than my boyfriend who isn’t on salary? It doesn’t add up to me. How do companies pay salary if they don’t work for half of the year?
