My employer is willfully breaking the law.

I work overnight for an airport in Kentucky and tonight we had some severe weather in the form of lightning storms which caused us to shut down the ramp for a while. 0152-0222, and 0230-0245. During this time one of our ramp managers made the call that this downtime would be our lunch. I pointed out to our supervisor that this would be in violation of Kentucky’s laws regarding breaks and meal periods, which states “In no case shall an employee be required to take a lunch period sooner than three (3) hours after the work shift commences” and the response I got was, verbatim, “Copy, from said higher up “go to HR if need be but this is operational need for this weather”. “ I know HR isnt actually going to do anything, as others have complained about this before and it’s a recurring issue. I know HR isnt actually going to do anything, as others have complained about this before and it’s a recurring issue. I was wondering if anyone could point me in the proper direction for me to get in contact with someone, maybe the KY DoL, but I wasn’t exactly sure who or where I should go to about this.
