Boss Lied during an interview to get me to accept the job and now I might be financially ruined

I (28f) work as a wildlife biologist for my state (CA). I’ve got about 5 years of experience doing various projects with endangered species, specializing in endangered birds. In my field, it’s common to see seasonal work, usually during the summer. When I was interviewed for my current job in April, I was told to my face that there was year round work available and they needed me for a specific bird project. It’s been three months and I have yet to be put on that project for bullshit reasons (all reasons have been found to be lies). I find out today that I’m probably not going to have any more work in two weeks. I can’t afford to move. I’m in serious debt, about 8000$ not including student loans, from moving for jobs. I didn’t think this would happen but I’m heading for financial ruin because of my boss…

Unemployment won’t pay enough for my bills. There’s no local wildlife work and I’m scared retail won’t pay enough for me to survive. I don’t know what to do. Is there any consequences for lying in interviews?
