Job mandating how to use PTO…

So I took a position with a financial institution and do a “sensitive” job. (Not a high paying sensitive job, mind you.) Fine. My department is pretty big, my team alone has over 30 people. It is some rule that as a person with a “sensitive” role, it is required that I do not work (log on to any devices, go on site, whatever) for 14 consecutive days a year to make sure I’m not doing anything I’m not supposed to. HOWEVER, the company makes you use your PTO for this mandatory absence. Is this legal? I get 17 days a year, and will have to use at least 10 to meet this requirement. Also, we don’t really get to pick when we take this absence, as there are only a certain number of people able to be out at one time, and like all time off, is usually dictated…

When I asked about it, my manager said it’s just the policy for the position and everyone in our department has to do it. End of story. I also asked if I could take the time unpaid and my manager said he would ask HR like two months ago and haven’t heard anything else about it. Anyone have any info on if this is legal or any suggestions on how to get around it? Thanks!
