Serious Question About Job Situation

I’ve been working at this company for about 5 months now and I was originally hired as a digital marketing intern at a completely remote job. I now work with one of my coworkers on a daily basis working with mentally disabled individuals and teaching them life skills and teaching them how to read and write. The job provides no clear sense of direction, there is constant miscommunication, and my work schedule is inconsistent. Last week I was at about 37 hours and for this week I’m at 9.

I talked to my boss about the next steps in my career and he was talking about me joining some apprenticeship type program? I’d start off at $19.05 an hour (I make $18) and then eventually get to $24.45 (after receiving my CAPM certification and I’m about 1.5 years) I would be required to work with them with a three year commitment.

Is it legal for a company to tell you that you must work with them for a certain amount of years with them? And are apprenticeship programs really worth it?
