Question about my rights as an employee

After working for a while in a leadership role (without the compensation) I was finally offered a laughable promotion that isn't even remotely worth the duties. I just politely declined the promotion and have begun looking at other employers. My question is, can they expect me to continue to cover the duties of the role they offered the promotion for? I'm going to politely decline any of the associated duties with the reasoning “This is out of my realm of understanding and it's best this is left to someone who understands the task better, to maintain proper compliance” but I was wondering if they can retaliate in any way and if so, what can I do to protect myself until I'm out of this shit hole?
