Staffing company made mistake in pay for months, says it cannot pay back the difference

A few months ago I was contacted by a staffing firm for a contract-to-hire role at a federal contractor. I negotiated a $5K higher pay and they agreed to pay that and I took the job. It took a while for them to process my pay check, but when I finally got paid and did the math the first month- I realized that they were going by the pay they had offered before my negotiation. I contacted them and they said that they’ll fix the paycheck going forward but cannot pay me the difference for the previous weeks. And also that it would take 2-3 weeks to process. I am 4 months in and they still haven’t fixed it in spite of me telling them several times that I am still getting underpaid. According to my recruiter at the staffing company, he has already submitted the changes to payroll department…

Has anyone faced such a situation? I feel like they are just making some arbitrary rule that they can’t pay back the difference that is owed to me!
