my manager gave me some of my coworker’s tips

i work in a restaurant in California as a server. we tip out the hosts 1% of our total sales. our host last night gets sent home around 8/9 pm, we close at 12. this is pretty usual for our slower nights, but we still always tip out our 1% at the end of the night. last night, my manager gives me and the other server half of our host tip out back to us, reasoning that since he wasn’t here for most of the shift it’s only fair. that’s all well and good except that she is the only manager that’s done this, and only to this specific host. twice that i now know of. to add on, this manager does not particularly like this host and it’s very apparent at work aside from just this situation. is this legal? will be happy to answer any clarifying questions below…
