Employer pressuring staff to take stress LOA for clean slate from unmanageable workloads to dump their work on coworkers

I work at a major insurance company. For over 2 years now I've been working between 250-280 hours a month due to higher workloads and understaffing. Many people are overworked and burned out. Anytime someone expresses this to our HR dept, HR pressures them to take a mental health LOA, insisting its the only way for them to get out of the backlog workload hole they are in bc then all their claims will be reassigned to teammates and then when the persons does come back from loa they start fresh with a clean slate. We have more people taking LOAs than I've ever seen or heard of for one company in our small region of offices in pa. Every month there's a few more. How is this legal to dump unmanageable workloads on someone, pressure them to take LOA for less pay, then dump that person's work on teammates who get no extra pay while the company saves money on the person on loa? I'm already burned out as a salaried essential worker u have no idea. The workload is already unmanageable to begin w then they dump an extra 30 or so claims on u a month from other people on top of that and I don't get paid anything more but am expected to meet their goals that'd I'd literally need 3 clones to achieve. Is this legal?

I AM ALREADY WORKING 250-280 HOURS A MONTH ON SALARY FOR OVER 2 YEARS STRAIGHT IN A SOUL SUCKING JOB WHERE CUSTOMERS ARE JUAT AWFUL TOWARDS YOU. PEOPLE MAKING MINIMUM WAGE WOULD BE PAID MORE THAN ME FOR GETTING OVERTIME PAY!! AND THEY ARE DUMPING OTHER PEOPPES WORK ON ME ON TOP OF THAT! IM AT MY WITS END!

It already felt illegal how much work we get to begin with but these stupid ARCHAIC laws about salary completely screw me there. And all these people going on LOAs every single month on top of that I've had enough! I am a hard worker, tied to that desk engaged in the work every minute of that 15 hour day with no lunch and they still write terrible reviews about u for not meeting the goals and that affects my ability to advance in the company. It's not my fault the workload is literally unmanageable!!!! How is this legal?!
