Would you quit your job if your company did this?

Need some advice here as to what I am supposed to do if you were in my position. Background: I work in a high cost of living area where my company offers employee housing. I work in HR as a recruiter since March. I have an apartment here instead of employee housing. I am overqualified for the job. I am the lowest paid employee at the resort. After posting hundreds of jobs for this resort, I found one that I was qualified for and applied internally. I source applicants for the job and they picked somebody else who doesn’t even work here. Background:

I am overqualified for the job.
I am the lowest paid employee at the resort.

More than half of what they pay me goes to rent.
I’m the first in the office in the morning. I haven’t taken a vacation day since I started.
I hire for my resort and have to literally sell why this company is good to candidates.

Would you quit if you were more qualified than the last person who held a position in your company and get denied a promotion when the job opens up?

You know the kicker? I have to send the offer letter to the person they picked over me. How demoralizing is that seeing how much money they’re willing to throw at some random person instead of internal employees who want to work and grow and do more. I’m in HR and they were no help in getting me to do work that I have experience with and a degree for.

I feel like everybody I work for just traps me in some shitty customer service role and I end up making everybody else’s lives easier besides my own.
