Do you think mandatory overtime is okay if expressed how much, how often and you sign said contract?

Working for public utilities, there are certain positions that are more in demand than others and require working 10-12 + hours almost on a daily basis. Overtime is mandatory, however if you have a medical emergency, family emergency, dentist/doctor appt, or you just need to be off on time that day, they can not keep you working. Your days off are your days off and can not call you in. As well as sick days (no explanation needed) even personal business days (DMV, etc) They explain to you that besides these exceptions, overtime is mandatory and they express how much and how long hours are (with proper compensation and a meal ticket if working 10.5 hours in a day i think it’s like an extra $20 untaxed?)
