FIL is leaving his job because of harassment. He has vacation time and they denied him taking it. Do they have to pay him for it? PA

He's worked at this place 28yrs. New owner bought it a couple years ago, dissolved the union, and has a problem with my FIL for some reason. Lots of politics and drama in the place from what he says. People will try to get you fired just so they can apply for your job. He has prefect attendance. He gets paid a $200 bonus per year for it (not enough to make me forgo my sick leave). He's probably close to being able to apply for occupation disability, but you know guys of his generation. He has something like 2 weeks of vacation owed to him. We finally found him a new job for more money so he's leaving. He's convinced they won't grant him time off and won't pay him for it. Can he do anything? Another part in curious about is that when they dissolved the union, he said all his payments into his pension and his pension were just gone. Is that a thing? Sounds illegal to not at least pay back what was paid in. They were UAW.
