Pay victimisation

So, I've been fighting on behalf of myself and my co-workers for a payrise for two years. After meetings with management 7 weeks ago I became sick with covid which then ended up as pneumonia so when I return I'll have been away for a total of 7 weeks (all signed off by my doctor). I heard today that a payrise has eventually been agreed to but it is dependent on attendance, so anyone that has been away on long term sickness will not qualify. Surely this is victimisation and looks like nothing more than a way of forcing out what management consider “less than perfect” employees.
