My job doesn’t pay me for all hours worked

So I work at a call center. We click on by logging onto the phones. As soon as we log into the phones a call comes in. We are not allowed to go into “aux” (where we don’t get calls) in the morning, or for any other reason than break, system issues, HR, or coaching. It take 15 minutes to pull up all your systems every morning. It takes 15 minutes to pull up all your systems after lunch. We are required to have all our systems pulled up before taking a call. We are required to clock in on the minute or we will be written up for late. Also, we are not allowed to go over our allotted 10 minute break time. I have a doctor note from the ER stating they are required to allow for extra break time to use the restroom as I have a condition I need a surgery for.
They will not give me the extra break time unless I go to a primary car physician and fill out their paperwork they give me. I cannot afford to go to a primary care physician until my insurance kicks in after a month. Which is the whole reason I went to the ER when my issue flared up badly and they gave me the note.
Is this something I can make a legal issue of?
This is in Texas.
