New manager: clock out you’re being insubordinate

Coworker calls boss. Boss says they have to produce a dr’s note saying they have adhd. My head is spinning trying to figure this one out. I assume the boss is attempting to go down the road that fidgeting is a reasonable accommodation for adhd? Why for the love of god is my boss trying to say that no one can fidget while anyone talks? Is this legal? Again, we’re in California where we do have a lot of worker protection, but my research for the intersection of dr’s notes, adhd, and workers rights in California is coming up short. Thank you!
