Are all staffing agencies like this?

I've been applying for jobs for almost a month, mostly to listings like these through Indeed. I hate that most of these listings don't have consistent information throughout. So, when I found a position for an office assistant at a staffing agency (who would be responsible for posting jobs according to the description), I thought it would be a great opportunity to use my talents (aka common sense) to fix these kinds of mistakes. I got a call back saying they think I would be a great fit and would love to see me for an interview. I come in for the interview, fully aware that it IS a staffing agency, but quickly I am disappointed that they bait-switched me. The job they had for me had nothing to do with the position I applied for. But I don't find this out until the very end, and the whole time…

I got a call back saying they think I would be a great fit and would love to see me for an interview. I come in for the interview, fully aware that it IS a staffing agency, but quickly I am disappointed that they bait-switched me. The job they had for me had nothing to do with the position I applied for. But I don't find this out until the very end, and the whole time I'm thinking eventually they're going to ask me office related questions. They don't ask me anything other than my past work history, and then they go, “So we have completely unrelated job opening at a completely unrelated company, would you be interested?” Ugh.

Apparently the position I applied for was already filled. So I said sure, desperate for any job at this point, and was told to expect another call within a week. Over one week and still no further information from this agency. I looked at their Google reviews later and found a lot of people saying that if you don't show interest in what they offer you, you're pretty much dead to them and they “blacklist” you. Now they are dead to me.

I'm even more disappointed now to see the same listing I applied to is still active on Indeed. I thought maybe they just changed their mind about me when they saw me in person, but now I think they don't really need office help and just need to bait people to come in and get them outside jobs. I feel disgusted that I fell for this.
