With as many job openings as there is, why is it so hard to get a response back from a company?

I’ve applied for probably 10 jobs in the last month and have heard NOTHING from any of them. For all these companies claiming “no one wants to work”, they sure as hell don’t communicate. And I meet or exceed qualifications on these.
