Is it illegal to make someone work if they have COVID?

So my fiancé has been feeling sick and he went to work. He works a job where if he doesn’t go to work, he doesn’t get paid (no paid vacation or sick days. He goes to a doctor on his break and they tell him he has Covid. Naturally, I start disinfecting the house, I test myself (which is negative) and set up a quarantine area for him in our house. I’m waiting for him to come home and after 2 hours pass, I call him and he was told by his boss to continue to work (just wear a mask and stay in the back). To me, not only does that sound reckless, but it doesn’t sound legal. I also thought about anonymously reporting it, but I’m afraid that they’ll think he was the whistleblower and fire him. Anyone have this happen to them?
