Is it normal to not disclose the commission structure in the offer letter?

I got an offer for a remote sales position for a large company headquartered in CA (I am also in CA). It states that the base pay is $20 an hour, and references commissions, but does not outline the commission structure. I reached out and asked for info on the commission structure and was told that they will discuss it in training, therefore I'm to accept the offer, and THEN find out about the commission structure. Well $20 an hour doesn't cut it here (or anywhere in the US, really), and it doesn't seem wise to accept a job without total compensation being discussed in the offer letter (at least something about OTE). I'm obviously going to decline the offer. Is this normal? If it is, why is it even legal?
