Terrible Communication from the beginning

Started a job recently where both HR and my supervisor are habitually late to scheduled meetings and can't communicate worth a damn. I'll send an email or text, and won't be graced with a reply for hours, or in some cases, days. Granted the job is fairly independent and pays well, but I'm new and not being able to get an answer with any reliability has caused several issues. Is there a way I can address this constant terrible communication and constant lateness without getting on the shit list? I work directly with the CEO but rarely see him, and sometimes I find myself in situations that need his direct input. Thanks all.
