Not receiving reimbursement for damaged personal device?

I work(ed) for a company that required the use of a personal device (namely your cellphone) so that you could clock in and out. Their app was rather invasive and you weren’t allowed to turn off location sharing on the weekends (which meant that they were consistently tracking you even though you were only on the clock 9-5 M-F). Anyways, the company promised to reimburse a certain amount for the repair/replacement of the phone and I still have not received it weeks later. This was not an expense I was expecting and it is a huge cost to me without the reimbursement. I have in writing that they promised to reimburse it and how much and when. I reached out to the person who was handling it and have not received a response yet. What should my next course of action be? Is there anything I could do or should I just eat the cost?
