My boyfriend works 8 hr shifts and is on call until his next shift starts. wtf, is this legal?

California. He's a tow truck driver. He works 8 hours then takes the truck home w/ him. As soon as he's off, he is expected to be on call for any tow jobs that pop up. He stays at home during that time but is required to drop anything if his boss calls. He's gets calls right after getting off work, in the middle of the night while sleeping, and even in the early morning just hours before his normal shift starts. He was not told about the on call night shifts when he was hired; this was sprung on him. He isn't paid while on call or while driving to on call jobs. They often get cancelled in the middle of him driving there and he doesnt get paid. Hes only paid overtime when he arrives at the scene of the tow, until he drops off the vehicle. This…

This can't be legal, right? He's basically owned by his boss for 24 hours a day, most of it without pay. I don't understand how anyone can get away with this.
