My boss gave me the days off, but won’t approve the PTO.

I work from home in California. My boss knows that I’ll likely be quitting, after he made a rule that everyone who lives in the state must return to the corporate office (in California) on October 1st. He made this rule knowing that it would be an inconvenience to me, but I’m happy to leave. I requested PTO with five days off in September, well ahead of him making the schedule. He just gave me the days off without approving the PTO. When I asked him about it, he avoided answering me and won’t respond to the request. I know that I’m entitled to all unused PTO when I leave, so why is he refusing to approve it now? Will it be taxed any differently?
