illegally “layed off” but, can’t fight it?

Just as the title said, I'm a 23yo electrician apprentice in Calgary, Alberta and my employer layed me off more then 120 days ago which means it's illegal [section 63 in employment standard code ( https://www.qp.alberta.ca/1266.cfm?page=e09.cfm&leg_type=Acts&isbncln=9780779830404&display=html )]. So, I'm entitled by law to termination pay but apparently there isnt a way to get it…? I've been told that I require a lawyer but, the cost would be the same as the payout and there isnt a government entity which enforces this??? Even if I do go to court and win I'm still at risk, because of the small amount of people in the electrician trade its not uncommon to be blacklisted within the city. Is there really nothing I can do???
