boss dropped my hours to 16 per week then a month later to 12 now 2 weeks later to 8 hours. Can I apply for partial unemployment?

I was working 20 hours per week for the 1st 4 months of being hired. Then without explanation it was dropped to 16 hours. A month after that it was dropped to 12 hours per week. Now 2 weeks following My hours have been reduced to 8 hours per week. Does this make me eligible to file for partial unemployment? If it does what are the steps I need to take and are there any details I should know about in advance?
