Self onboarding: was I pointlessly difficult or is my annoyance with prospective employer valid?

Company wants me to spend time at home, off the clock, reviewing their policy book and training manuals prior to my first day. Any HR reps have an explanation for this practice? Face value, it’s completely unethical and exploitative. I was excited to work here for experience and networking opportunities, but this disrespect and paltry pay ($11/hr) really dampen my eagerness.
