What to do about unfair retention “bonus”?

My company offered a retention bonus for X amount of money for X amount of years to existing employees. If we leave the job any time in X years we have to pay it in back in full. I believe at the same exact time they offered the same amount and duration as a sign on bonus for new hires, buttttt they have a sliding scale for paying back. I just want advice on how to go about this because my contract says it can be amended if the company and I agree to it. But I know if I bring it up they are just going to think I’m going to quit, and will shut me down. In reality, I want to stay (at least for the foreseeable future). My main issue I want addressed is the fairness, granted I have some selfish reasons as having it as an out if needed, but still the main thing is how unfair it is.
