I recently got promoted and do elevated IT work for a contractor. My contract hasn’t been switched and its being used as an excuse not to increase my pay.

To explain further. I work for a contractor that gets paid by another contractor to hire and fill these positions. I got offered and have been working on an elevated team but was told it would take 2 months before I would be moved to the primary contractor and see my pay increase. So are they basically getting away training me for free? Are my hands tied because I'm a contractor? I've been working for them for just over a year(before the promotion) and its my first time working for a contractor. Was just told its “SOP”(had to google that: Standard operating procedures)
