How to Fake Activity on Hubstaff?

I've recently started a new role that is basically a customer support role. There are no fixed working hours. Most of the work is responding to chat messages (done via an app on my phone) as they are sent. I have to respond asap if it's sent between 08:00 to 20:00, otherwise I can take my time. I am also on call 24 hours a day. If my phone rings, I have to answer it. So there's the potential to be woken up at 03:00 with a phone call. Prior to starting the role, I asked the employer how pay was going to work since there weren't regular working hours. She told me that, if there wasn't enough work a week for me to reach 40 hours of work, I would still be paid as though I had worked a full 40 hour week.

However, the employer pays an agency, who then pays me my wages. The agency being used is not used to dealing with roles like this as the rest of the people who work for them all have jobs with standard working hours. The employer is only using them as she hires a few other people through the agency and she is happy with their performance.

The agency has a different idea from the employer about how I will be paid. At first they were adamant that any work activity not done via my PC would be unpaid as they could not monitor it through HubStaff. As 99% of my work is done via my mobile, the employer was able to negotiate the agency down to me having to record at least 25 hours of work a week via HubStaff to be paid as though I had worked for 40 hours.

Unfortunately there isn't anywhere near enough PC work for me to reach 25 hours a week. The only work I need to do on my PC is to write up a few reports. This takes 30 minutes a day tops.

If I don't reach 25 hours a day, then the agency will only agree to pay me for the hours logged via HubStaff.

The only way I see around this, since the agency won't budge on the issue, is to fake work activity on my laptop to ensure that I reach 25 hours a week. I've tried a few pieces of software that randomly move my mouse around but, as HubStaff takes screenshots, I can't have any visible apps on the screen. I tried some software called 'Move Mouse', which allows the app to be hidden, but HubStaff is able to tell that my mouse isn't actually being used when this app moves my cursor around the screen.

Does anybody have any other ideas on how I can fake the activity to ensure that I reach the minimum requirement of 25 hours of computer activity per week?
