How do you deal with constantly being pressured to attend team building events?

I say no to lame company events a lot. That being said, my manager is beginning to get angry that I am not able to attend company outings like trips to theme parks, golfing, a company festival (with no clear purpose) etc.. most of which are outside of work hours. It has been fine recently to politely say “I can’t attend”, but he is starting to guilt trip me to attend. Most recently, one of the higher-ups who IMO manages our department poorly (low morale and tons of people quitting) is coming to town. My boss wants me to have a meeting with him and for us all to take him out to dinner after work. I have no desire to do that and declined, only to receive another guilt trip.
