[CA] Employer Deducting from paychecks for health premium but coverage has not started for 3 months

Hi all, Like title says: my employer offered health insurance which would have been effective starting 7/1, but I have not received my medical card and my coverage does not exist within the health insurance carrier’s system (I went to the ER recently during which time I discovered I do not have insurance.) Every paycheck my employer takes the deduction for dental and health. The dental coverage has began, but the health coverage has not. It’s been 3 months as far as insurance coverage is concerned. Is this legal? State is California
