How do we break the exploitative “tipping culture”?

Restaurant workers are relying on tips since they are not being paid a living wage. We all know that and hate it. But how do we break the system? As far as I‘m concerned the only options are: A: You tip restaurant staff (if you can even afford to do so) so they can pay their rent thus tolerating and keeping this cancerous, exploitative system alive. Or B: Refuse to pay the wage restaurant owners should pay themselves thus leaving restaurant staff only with their “normal” paycheck no one can live off of. Is there anything we can do to break this oppressive tipping culture?
