“It’s under the table so it’s like making minimum wage without being taxed…”

I think my niece is getting taken advantage of at work. She just got taken out of work to start cancer treatment but she hasn’t started meds yet, she’s still got the same energy and she wants cash. So she took a job at a laundromat for $5 an hour and told me what it says up top, that it’s the same as making minimum wage but without taxes. Minimum wage in NY state is $13.20. I tried to do a tax simulator and it still came up to more than $5/hr after, but what can she even do until she starts getting her disability? (Application is processing.) Is she allowed to work on the books? To me this just sounds like a business owner taking advantage of a sick young woman. Anyone have any advice for her situation? I appreciate y’all.
