Private job wants me to come in early but not clock in yet

(USA) I got a private security job. I've been out of work for about two months blasting out applications and this is one of the only two jobs that hired, the other being some terrible factory job that nearly broke my body. This security job forced me to pay for my guard license, shoes, and they also need me to get a watch. I figure that I could just use my phone but they don't allow those on us. Cool. They also told me today not to clock in until my shift starts, but the boss says to come in 10 minutes early to get ready. Sounds like getting my gas money and commute time for free wasn't enough, they also want those 10 minutes for free too. Is this a Department of Labor situation?
