Why does everyone in construction just accept the worst working conditions?

Average to below average pay, long hours with early starts, hard work and high stress seem to be common across all construction works but you rarely ever hear a fuss about it. Everyone ranging from tradesmen to engineers, supervisors and managers deal with these conditions (with the latter not receiving any overtime pay) and just seem to cop it. What gives?
