Internal Interview Rejection

I interviewed internally for an AD role outside of my department and got rejected. The hiring manager never consulted the stakeholders I currently support as they could give an accurate description of my professionalism interacting with coworkers of multiple seniority levels. The reason for my rejection was because they didn't think my answers to the interview panels questions were concise enough to be effective in communicating to senior level employees. I say that I speak in a conversational way to make points instead of just black and white. But every person I support has offered letters of recommendation or emails or anything to vouche for me. Why wouldn't the hiring manager reach out to those people if he had concerns?
