Should I call out the VP of my company?

For context, I've worked here for 1.5 years. Production technician. When I started I actually worked in the shipping department and moved to the tech side a couple months after. My awesome HR rep told me I should just go call him out. Anyone have any advice? This guy is also a huge manipulator and will try to twist words however he sees fit.
